In response to the impacts of Tropical Storm Chantal, Orange County Government will open a Recovery Assistance Center (RAC) today to provide essential services and support to residents affected by Tropical Storm Chantal. the center will operate at the Drakeford Library Complex located at 203 S. Greensboro St., Carrboro, NC 27510. The Recovery Assistance Center will operate Thursday, July 10 through Saturday, July 12, from 12 to 7 p.m. Learn more below.
Flood Watch
A Flood Watch is in effect through 2 a.m. tonight as scattered to numerous showers and storms are expected to develop once again this afternoon and evening. Localized rainfall amounts as high as 2-5 inches are possible. Isolated damaging wind gusts are also possible with any storms. Wet soils mean it won't necessarily take very strong winds to knock down trees and cause power outages.
Response to Neighborhoods Impacted
Town of Carrboro staff visited residents of neighborhoods impacted by flooding, including Canterbury Townhomes and Weatherhill Pointe on Wednesday, July 9, bringing water and sandwiches. Also on site providing a pot of delicious soup was Susan Evans from Mt. Carmel Baptist Church.

Carrboro Public Works crews will continue addressing debris pickup throughout the week. The Town of Carrboro is also storing and delivering supplies to residents including boots, bleach, hygiene products and other necessities.
Tipping Fees Waived for Storm Recovery
Orange County Solid Waste is waiving all tipping fees for construction and demolition debris from impacted properties -- effective immediately through Aug. 9.
- This applies to storm-related debris only.
- No cost for qualifying loads at Orange County waste facilities.

In response to the impacts of Tropical Storm Chantal, Orange County Government is opening a Recovery Assistance Center (RAC) to provide essential services and support to residents affected by Tropical Storm Chantal.
Beginning Thursday, July 10, the center will operate at the Drakeford Library Complex located at 203 S. Greensboro St., Carrboro, NC 27510. The Recovery Assistance Center will operate Thursday, July 10 through Saturday, July 12, from 12 to 7 p.m. The event will take place in the Multipurpose room on the first floor.
The Recovery Assistance Center will serve as a centralized hub, or one-stop shop, where storm survivors can access a variety of recovery resources. These include, but are not limited to:
- Housing resources
- Storm insurance assistance
- Permitting assistance
- Mental health/crisis support services
- Public health services
- Cleanup and debris removal guidance
- Assistance from state and nonprofit recovery partners
County staff, local nonprofits, and volunteer organizations will be on hand to assist residents and connect them to recovery programs. Language interpretation services will be available on site.
- Residents do not need to bring any documentation.
- Residents who live in northern Orange County who need transportation can call 919-245-2656 to arrange a ride.

UPDATE for Wednesday, July 9, 2025 (8:30 a.m.)
The latest weather briefing was released this morning by the National Weather Service, and it includes significantly more rain than previously expected. Central NC can expect to see scattered to numerous showers and storms that will be capable of strong wind gusts and torrential downpours. Localized rainfall amounts of 2 to 5+ inches will be possible anywhere across the Piedmont of central NC.
A Flood Watch is in effect from 2 p.m. Wednesday through 2 a.m. Thursday. As soils are still saturated, there is the increased possibility of flash flooding and trees falling.
Solid Waste Collection and Drop-off
The Orange County Solid Waste & Recycling Center at 1518 Eubanks Road will be open until noon today (Wednesday, July 9) for residents to bring debris from flooding.
Carrboro Public Works will continue circulating through neighborhoods on Wednesday, July 9, to collect bulky items and other waste from residential neighborhoods.
Items that can be left at the curb are:
- Construction demolition, sheetrock, paneling, wood trim, insulation, carpet etc.
- Furniture wood or plastic
- Clothing, curtains, other textiles

UPDATE for Tuesday, July 8, 2025 (9 a.m.)
The Town of Carrboro Public Works Department continues efforts to recover from the devastating flooding that took place on Sunday evening into Monday morning. Public Works crews will start collecting the regular Monday trash collection route today.
Solid Waste Collection Update Tuesday, July 8
- Residential solid waste collection resumes TODAY (Tuesday, July 8) with the regular Monday collection route using one side loader truck.
- Dumpster collection resumes TOMORROW (Wednesday, July 9) with thanks to Chapel Hill for providing a front loader truck to assist.
- Staff continues to locate resources to fill other solid waste truck fleet needs.
We appreciate your patience as we work to return to full service on Solid Waste Collection and all other services provided to the community by Public Works.
Please note that trash collection will be delayed or operating with reduced services as the Carrboro Public Works Department copes with damages to its public facility and fleet. Public Works lost five of seven of its solid waste trucks, approximately 90% of equipment and 60% of passenger vehicle fleet.
Your patience is appreciated. The fleet shop crew was able to get one side loader back in service and that truck will begin collection of residential solid waste today, beginning with the regular Monday collection route. The staff continues to locate resources to fill other solid waste truck fleet needs.

You may notice Carrboro police driving Orange County Sheriff's Office and other agency vehicles. Thanks to neighboring agencies for loaning vehicles to the Carrboro Police Department following damages to Carrboro Police vehicles that were parked in the Public Works yard that was severely flooded.

Damage Assessments
Town of Carrboro Planning, Zoning, and Inspections personnel are working with Fire personnel to conduct damage assessments in affected properties. Electrical Concerns
- If possible, remove power from the structure or cut the main breaker off. This will reduce electrical accidents. ( If unsure how to disconnect power call an electrical contractor for assistance. )
- If the structure was flooded and still has electrical power use only GFCI protected outlets! ( the remaining circuits should be cut off)
- Have your home evaluated by an electrician.
Other Concerns
- Bacteria from flood water can be present in the home and other surrounding areas.
- When walking around pay attention to sharp debris in and around the property.
- All discarded debris should be placed at the curb, avoid blocking fire hydrants, electrical power line access, drainage culverts.
Repairs to the Home
- Start with a permit, residential or commercial renovation due to storm damage.
- Make sure electrical power has been disconnected from the structure, or at least the areas that need repairs.
- Cut dry wall one foot above water line and remove for evaluation and repairs.

Donations and Volunteering
The Town of Carrboro and partner agencies are not accepting donations. Material donations can quickly overwhelm resources, as it takes personnel and space to receive, sort, store, and distribute donations. Anyone interested in donating should consider donating cash to a trusted nonprofit organization. Cash is flexible, fast, and allows the organizations to focus their efforts on meeting the highest priority needs.
Emergency Management will be working with Voluntary Agencies Active in Disaster (VOADs) to help residents across Orange County begin the recovery process. Message about Water Safety
OWASA wants to reassure customers that your tap water is safe to drink! Carrboro is not under a boil water advisory, so you may use your tap water as you normally would.
- OWASA’s water remains safe to drink across the service area.
- Avoid contact with surface water (including creeks and streams), as we work to stop and repair sewer line breaks in the community.

Candidate Filing
The Orange County Board of Elections will be open until 5 pm on Tuesday, July 8, ONLY for candidate filing. All other services are suspended until power is restored. Candidate filing for the Towns of Carrboro, Chapel Hill, and Hillsborough; Cities of Durham and Mebane; and the Board of Education for Chapel Hill - Carrboro City Schools runs through Friday, July 18 at noon. The Town of Carrboro will hold a Media Availability at our Public Works Yard, 100 Public Works Drive, Carrboro, NC 27510 for 2:30 p.m. today (Monday, July 7).
The Carrboro Public Works Facility is devastated from flooding, including offices, the public works fleet of vehicles, and numerous police vehicles. Reporters will need to be permitted into the area after showing press passes.
Presenting information will be Town Manager Patrice Toney, Fire Chief Will Potter, Public Works Director Kevin Belanger, and Police Chief Chris Atack.
Update from Orange County, NC -- Orange County Opens Emergency Shelter in Response to Flooding from Tropical Depression Chantal
Following 5–9 inches of rainfall across Orange County and the surrounding area from Tropical Depression Chantal, significant flooding has been reported, prompting Orange County Government to open an emergency shelter for displaced residents. Fifty-nine residents sought shelter at the Seymour Center (a temporary reception site) in Chapel Hill during the overnight hours.
Beginning 12:00 p.m. on Monday, July 7, a public shelter will open at Smith Middle School, located at 9201 Seawell School Rd, Chapel Hill, NC. Residents who have been displaced or are unable to safely remain in their homes are encouraged to seek refuge at the facility.
Pets are welcome, but certain guidelines apply:
- Pets may be housed in a separate area from their owners.
- Residents must bring proof of full vaccination for their pets.
- A photo of the owner with the pet is required.
- Please bring a supply of your pet’s food.
Transportation assistance to the shelter is available through Orange County Public Transportation. Residents in need of a ride can call 919-245-2004. For residents in the Chapel Hill area, call Chapel Hill Transit at 919-968-2743 for transportation assistance.
As of Monday morning, more than 17 roads remain closed due to flood damage, with multiple reports of damage to roads, structures, and bridges. Orange County Emergency Services is urging all residents to stay off the roads unless travel is absolutely necessary.

UPDATE for Monday, July 7, 2025 (1:45 a.m.)
The Seymour Center at 2551 Homestead Road, Chapel Hill, is open overnight as a storm reception center, with Orange County staff on site to assist displaced residents.
A State of Emergency has been declared for Orange County, NC. Excessive rainfall from Tropical Depression Chantal has caused widespread flash flooding across much of the county. Numerous water rescues and evacuations are underway in low-lying areas. A Flash Flood Warning is in effect for Orange County until at least 2 a.m., Monday, July 7.
Residents in flood-prone or low-lying areas should move to higher ground immediately. Do not wait.
