Board of Aldermen Meeting Summary


The Carrboro Board of Aldermen met on Tuesday, June 20, 2017. Following is a brief summary of noteworthy actions. It does not include all actions taken at the meeting and should not be viewed as official minutes. A Request to Authorize the Town Manager to Award a Construction Contract for the Rogers Road Sidewalk Project
The Board of Aldermen approved the resolution authorizing the Town Manager to award a construction contract for the Rogers Road Sidewalk Project, if successfully bid.  Under the proposed schedule, construction is slated to begin in early September. 
 
Adoption of the Capital Improvement Plan for FY 2017-18 through FY 2021-22
The Board of Aldermen approved the CIP with a total of $35.5 million.  The CIP will required an additional $25.6 million over the next five years. No funds for capital projects are appropriated in the CIP. Capital projects are funded by the Board of Aldermen through adoption of a Capital Project Ordinance or in the annual general fund budget.
 
Selection of Mayor Pro Tempore
The Board of Aldermen appointed Alderman Damon Seils to the position of Mayor Pro Tempore.  Michelle Johnson previously held the position of Mayor Pro Tempore. 

Funding Request from the Orange County Food Council
The Board of Aldermen allocated $3,000.00 in funding for the Orange County Food Council in the FY 2017-18 budget. 

Adoption of FY 20017-18 Budget
The Board of Aldermen adopted the FY 2017-18 budget.  The attached Annual Budget Ordinance totals $22,869,686 and appropriates general funds for the operation of the Town by function for the fiscal year beginning July 1, 2017. The Annual Budget Ordinance also includes the estimated revenues from major sources that are expected to be available during the fiscal year and establishes the property tax rate at the current rate of 58.94 cents on each $100 valuation of taxable property.
 
Review and Discussion of Concept Plan Options for Possible Co-Location of The ArtsCenter and Town of Carrboro Offices and Recreation and Parks programs at 203 South Greensboro Street Property Including Contemplated Orange County Southern Branch Library
The Board of Aldermen received a report with information on the interior space planning for new and renovated Town buildings to include possible co-location of The ArtsCenter and the contemplated Orange County Southern Branch Library at the Town’s 203 S. Greensboro Street property.  A public hearing was scheduled for Tuesday, June 27. 2017 at 7:30 p.m. to receive input on the possibility of The ArtsCenter co-locating with the Town offices and contemplated Orange County Southern Branch Library at 203 South Greensboro Street.
 
Consideration and Possible Approval of a Development Agreement Regarding 203 South Greensboro Street Property between the Town of Carrboro and Orange County North Carolina
The Board of Aldermen authorized the Town Manager to enter into a development agreement with Orange County, pursuant to the terms discussed during the closed session, regarding the development of the Town’s 203 South Greensboro Street Property for Town offices and the contemplated Orange County Southern Branch Library and other possible uses.
