Board of Aldermen Meeting Summary
The Carrboro Board of Aldermen met on Tuesday, June 27, 2017. Following is a brief summary of noteworthy actions. It does not include all actions taken at the meeting and should not be viewed as official minutes. The Board of Aldermen adopted a resolution calling for the establishment of an independent redistricting process to draw state legislative and congressional districts in North Carolina and a resolution stating the Town’s support for implementing a price on carbon in a manner that does not absolve carbon emitters from responsibility and regulation.
The Board of Aldermen recognized a donation from Sherry Ontjes for the purpose of funds to use toward the purchase of a mobile radar sign.
Town Manager Authorization to Enter Award Certain Contracts
The Town Manager was authorized to do the following:
1. Approve bids and award contract for the installation of bicycle loop detectors.
2. Select an engineering firm and award contract for preliminary engineering services for the Jones Creek Greenway.
3. Initiate a municipal agreement with NCDOT for the construction of South Greensboro Street sidewalk.
Appointment Made to the Arts Committee
The Board of Aldermen appointed Heather Lewis to the Arts Committee.
A Public Hearing on the Extension of the Town’s Extraterritorial Jurisdiction (ETJ) and Associated Amendments to the WM-3 Zoning District
The Board of Aldermen adopted ordinances that extended the ETJ along the north side of NC Highway 54 West by 2.9 acres and rezoned portions of six parcels along NC Highway 54 West to Watershed Manufacturing District (WM-3).
Public Hearing on 100% Review of the Martin Luther King, Jr. Park Construction Design
The Board of Aldermen accepted public comment on the 100% review of Martin Luther King, Jr. Park and adopted a resolution authorizing the Town Manager to approve bids and award a construction contract. The Board of Aldermen decided upon two pump tracks that will be separated by skill level and located on the property adjacent to the park and commonly referred to as the “Shetley Property.”
Public Hearing on Concept Plan Options for Possible Co-Location of The ArtsCenter and Town of Carrboro Offices and Recreation and Parks Programs at 203 South Greensboro Street Property Including Contemplated Orange County Southern Branch Library
The Board of Aldermen accepted public comment on the proposed project. They directed staff to continue to pursue the project while working with Orange County. The project may include partnering with The ArtsCenter. Staff will investigate additional parking options, traffic flow options on Roberson, Carr, and Maple Streets.
A Public Hearing on Land Use Ordinance Amendments Related to Solar Arrays
In the summer of 2016, Chapel Hill and Orange County staff invited Carrboro staff to look into participation in the SolSmart program. The Board of Alderman adopted an ordinance making certain changed related to solar arrays and the Town intends to apply to SolSmart for Silver or Gold level recognition.
Chatham/Orange Joint Planning Task Force
The Board of Aldermen appointed Mayor Lavelle to serve as their representative on the Chatham/Orange Joint Task Force.
