Title VI Plan

Title VI of the Civil Rights Act of 1964 prohibits discrimination in federally funded programs, services, and activities, ensuring that no person is discriminated against based on race, color, national origin. Over the past 60 years, nondiscrimination coverage under Title VI has expanded through presidential executive orders and related statutes to all federally protected groups across all programs, services, and activities of federal aid recipients, not just those directly federally funded. As a federal aid recipient, the Town of Carrboro is subject to Title VI and required to incorporate these assurances in a Title VI Plan. 

The Town of Carrboro Title VI Plan specifically establishes a Title VI Policy that reads: 

It is the policy of the Town of Carrboro to ensure that no person shall be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program, service, or activity administered or funded by the Town of Carrboro on the basis of race, color, national origin, limited English proficiency, sex, gender identity or expression, sexual orientation, age, disability, familial status, pregnancy, income level, National Guard or veteran status, or religion, as provided by Title VI of the Civil Rights Act of 1964 and other federal nondiscrimination authorities. The Town of Carrboro requires its contractors and subrecipients to comply with this policy.

Filing a Title VI Complaint 

If you believe you have been subjected to discrimination according to the provisions of the Town of Carrboro Title VI Policy, you may file a Title VI complaint with the Town of Carrboro and/or related state/federal agency. Title VI complaints filed with the Town of Carrboro should be submitted to the Town of Carrboro Title VI Coordinator within 180 days of the alleged discrimination. 

Submitting a Title VI complaint with the Town of Carrboro is not a prerequisite to filing a timely Title VI complaint with the applicable state or federal agency having jurisdiction over the complaint.
