Town Council Meetings

Capacity Study
The Town engaged an engineering firm to prepare a capacity analysis. NCDOT has completed their review of the study. Copies are provided below
Town staff presented the preliminary findings of a draft capacity study to Town Council on June 17, 2025. Agenda materials from the meeting can be found here. A recording of the meeting, where projected impacts of the closure and a demonstration of the traffic model can be viewed below.
The study includes the following recommendations:
- Lane reallocation on East Main Street, and North Greensboro Street to mitigate potential long lines of vehicles waiting at the intersection
- No change to the loading zone on South Greensboro, because there is not enough pavement width to accommodate an additional travel lane.
- Maple Avenue is recommended to remain southbound one-way only to accommodate potential congestion.
- NCDOT recommends the lane restripings-referred to in the study as ‘Build with Improvements’ scenario are completed in tandem with the closure of the corridor.
Overview
At the January 2025 Work Session, staff was directed to evaluate the possibilities of permanently closing East Weaver Street to vehicles to focus on place-making, enhancing the bike-ped network in downtown, and necessary logistics. In March 2025, the Town engaged Exult Engineering to study the traffic patterns on and around Weaver Street as part of the development of a capacity analysis. The scope includes East Main Street, portions of Greensboro Street, Roberson Street, Maple Avenue, and East Braxton Foushee Street to also account for the new parking deck at the Drakeford Library Complex, which is now open. Traffic counts for vehicles, cyclists and pedestrians have been completed, and the consultants anticipate having the analysis finished in May 2025. Planning staff are scheduled to present on the draft capacity study on June 17, 2025 to update the Council on this project and to share the results of the traffic analysis. Over the summer months, staff also plan to conduct community engagement to get input from businesses, residents, and others who may be impacted by closing East Weaver Street.

Cameras Downtown Spring 2025
Community members may have seen temporary counters in the study area over the last couple of weeks. The cameras are used for data collection only; they are not focused enough to capture license plates or faces. They simply serve to count the number of vehicles, bicycles, and pedestrians.
